摘要
对民族个体的身份特征加以分析不难发现,民族个体成员既是某一主权国家的公民,拥有"国家公民"的政治身份,也是某一民族共同体的基本构成单位,拥有"民族成员"的文化身份。比较而言,公民身份是所有民族个体都具有的共性身份,民族身份则是其个性身份;公民身份的重要性往往要胜过民族身份,但强调其公民身份的重要性并不意味着其民族身份无关宏旨。鉴于民族个体双重身份之间的张力可能对民族国家政治发展构成威胁,协调民族个体双重身份之间的关系就显得十分必要。赋予具有差异公民身份的民族个体以差别权利,不失为协调民族个体双重身份的有效方式。
Following the analysis of individuals' national identity, it is not difficult to see that members of an ethnic group are not only citizens of a sovereign state, and thus possess "civil" political identity, but also basic units of a national com- munity, and thus possess cultural identity of the " ethnic group ". In comparison, citizenship is the common identity that all national individuals have, and ethnic identity is the identity of individual persons. Generally speaking, citizenship is more important than national identity, but this emphasis does not mean that national identity has no importance. In the light of the tension between the double identities, there may exists a threat to national political development. Therefore, the coordi- nation of the relationship between the two kinds of individual identity becomes a necessity. Conferring different rights to members of nations can be an effective way to coordinate the duality of individual identity.
