摘要
中国体制转型最重要的组成部分就是原来在计划体制内的各种事业单位组织的市场化改革,这个过程至今已经历了20年,目前正进入实质性阶段。事业单位改革与国有企业改革在很多方面具有一致性特点,这实际上是一个与制度环境趋同的过程,目的在于扩大在社会整体转型过程中自身生存的合法性,其满足的是针对社会整体运行而言的制度效率。事业单位改革作为中国体制改革的一部分,其所处的制度环境发挥了至关重要的作用,这是一个寻求制度合法性的过程。在体制改革带来的社会结构转型中,资源的配置方式和行动者的规则都发生了变化,成为一种具有制度性特征的路径规则,体制内的组织改革在未来将可能进一步沿着制度趋同的进程发展。
The most important part of China's institutional transition is the marketizational reformation of various danwei organizations which were within the original planned economy.This process has gone through the course of 20 years,the reform of institutional units has begun to enter a substantive stage.There are quite a lot of consistent characteristics between the reform of the institutional units and the state-owned enterprises,it is actually a process of maintaining consistency with the institutional environment,with the purpose to expand the legitimacy of their own survival in the process of the whole social transformation,and to pursue the institutional efficiency for society as a whole run.The reform of the organizations within the institution will probably further develop along the direction of the institutional isomorphism.
