摘要
为分析非政府办社区卫生服务机构实施基本药物制度的必要性,先结合文献和卫生统计年鉴数据分析了非政府办社区卫生服务机构的价值;接下来结合现场调查结果和文献资料分析了基本药物制度对社区卫生服务机构的作用;最后在以上基础上,提出了在非政府办社区卫生服务机构实施基本药物制度是城市居民公平获取基本药物、平等享受基本药物制度积极作用的需要;是社区卫生服务机构之间公平竞争、促进社区卫生健康发展的需要;是保证人人享有基本医疗、提高政府公信力的需要。
To conform the necessity of implementing Essential Medicine System（EMS）in the non-government-run community health service institutions（NGCHSIs）, this paper analyzed the value of NGCHSIs using literature and Health Statistical Yearbook data, then analyzed the effects of EMS for NGCHSIs using field investigation data, and finally proposed the conclusion that implementing the EMS in NGCHSIs is the need for urban residents to access essential medicines and its active values equally, the need for community health service institutions（CHSI） to compete fairly, the need to promote the community health service developing healthily, and the need to guarantee basic healthcare for everyone and to improve the credibility of the government.
