摘要
日本的大气污染防治法律制度以达标排放作为基础和核心要求而确立 ,实行事前申报审查和排放申报审查的申报审查制度、总量控制制度与区域控制制度等。
Japan established the legal system of the air pollution prevention and control based on and cen tered on which the discharge shall meet the standard.It took system of the check and examination on application for discharge in advance and on report for discharge,total amount control of discharge,and the regional control, etc.
