摘要
我国高校科研评价普遍推行以科研业绩点和科研成果数量为核心的计量评价方法,主要用以评价高水平的自然科学成果。虽然具有简单易行和便于操作的优点,但如果将其简单套用和无限扩大,在实施中不仅会严重违背科学研究的基本规律,还会引发部分教师急功近利和单打独斗的行为,造成学科发展的不平衡,不利于人文社会科学的繁荣发展。因此,根据事物同类可比的原则,结合科学研究的不同类型、学科的不同门类、研究者的不同年龄阶段和职称层次特点,针对研究内容、性质、目标与任务等各方面的差异,赋予各类科研工作以不同的评价内涵和要求,采用分类分层评价方法,适度淡化科研评价激励的约束功能,营造宽松的科研环境。
At present, University research evaluation has generally adopted research pertormance point and sclentmc re- search number as the core measurement evaluation method in China. This approach comes from developed countries＂ evalu ation practice which evaluate a high level of natural scientific achievements. While this approach has the advantages of sim- ple and easy to operate, but if it is simple to apply and magnify indefinitely, which will be a serious breach of the basic law of scientific research, and will lead to teacherg behaviors such as instant success, going it alone. Further more, which will lead to disciplines imbalance, he not conducive to the development of the humanities and social sciences. Therefore, it should be based on the principle of similar comparable things, different categories for different types of scientific research disciplines, researchers o{ different ages and titles-level characteristics , differences in research content, nature, objectives and tasks. Then, it gives all kinds of research work to a different evaluation of content and requirements, using hierarchi- cal classification evaluation methods, desalinating research evaluation incentive and restraint function, creating a relaxed environment for scientific research.
