摘要
技术创新依存度指数可有效评价创新型企业对技术创新的依赖程度,发挥评价的政策导向作用。在把握创新型企业内涵与基本特征的基础上,构建了创新型企业"4+1"指标体系,用行业平均数作为定量指标计算基准,克服了行业差异和类型对企业技术创新的影响。以2010年国家级创新型企业数据进行实证分析,验证了技术创新依存度指数的科学性、可行性和有效性。
Tech-innovation dependence index is a efficient evaluation approach to evaluate the innovation-oriented Enterpri- ses（IOEs）, which is able to effect the guiding function of the innovation policy. Based on analyzing of the meaning and es- sential characteristic of IOEs, an index system is established, and its benchmark of calculating that is named as industry average method and is used to reduce the impact of difference of industries and size is put forward. Then, tech-innovation dependence index of all national IOEs in 2010 is calculated and analyzed. The result of the empirical analysis shows thal the tech-innovation dependence index is a feasible and efficient approach.
