摘要
随着我国区域经济一体化的深入发展,区域法制建设已成为迫切需要,而以中央立法型供给模式和以行政区划为地域范围的地方立法型供给模式已不能适应区域法制建设的需要了。要充分发挥地方立法协作的优势,并创新地方立法协作方式,使之成为区域法制构建中的主要法律规范供给模式。而制定区域共同规章、将示范法引入其中以及赋予一定层次的政府协议以法律效力,是构建区域法制的重要路径。
With the development of China＇ s regional economic integration, regional legal system construction has become urgent very much. But the central legislative supply mode and the local leg- islation supply mode of the administrative divisions can not adapt to the need of regional legal con- struction. We should make full use of the advantage of local legislative cooperation, innovate the mechanism of local legislation, and make it become the main legal supply mode in regional legal sys- tem construction. It is the important way of regional legal system construction to formulate regional common regulations, introduce model law and confer certain levels of government agreement with the legal force.
