摘要
以国家创新体系运行作为实践主体,基于典型国家创新体系运行的案例研究,构建政策驱动的国家创新体系运行概念模型,通过系统模拟与计算实验,分别预测科技政策微调、科技资源不同配置方案及科技政策不同组合情况下,科学技术创新产出的变动趋势,以期为科技政策制定提供科学依据。
Based on case study of National Innovation System in typical countries, the paper constructs a conceptual model of National Innovation System driven by policies, in which National Innovation System running is the practical subject. Through system simulation and computational experiments, the paper respectively forecasts the changing trend of scientific and technological (S&T) innovation output under fine adjustment of S&T policies, different allocation schemes of S&T resources, and different combination of S&T policies, in order to provide scientific basis for the making of S&T policy.
