摘要
通过梳理二战后德国卫生服务体系重建面临的挑战,以及美国、国际组织和非政府组织重建德国卫生系统的各项活动,概括了德国卫生服务体系重建的特点及效果,并总结了经验与教训,如德国政府主导、加强基础设施和人力资源建设、确保民众支持、建立协调机制等,对建立具有中国特色的卫生服务体制具有十分重要的意义。
We reviewed the challenges to rebuild health service system in German after World War Two, and activities organized by United States, international organizations and NGOs. We summarized its characteristics and effectiveness, and its experiences and lessons including government dominated reform, infrastructure and human resources building, public support, and coordination mechanism. These experiences and lessons will contribute to health system in China.
