摘要
事故预案的编制是一项科学严谨的工作。在事故预案的编制过程中,必须对每一个细小环节进行考虑,如若不然,就会出现纰漏,不能有效抢险救灾。由此,本文理论结合实践,对炼化企业事故预案编制中易疏漏的问题进行分析研究。
The development of an emergency plan is a rigorous task. During the development of an emergency plan, every detailed aspects must be taken into consideration, otherwise an omission will arise and the response to an accident/incident can't be effective. Aspects subject to missing during the development of an emergency plan for petrochemical plants are analysed by combining theory and practice.
