摘要
战略性新兴产业具有准公共性、强外部性、高风险性、准同步性等典型特征,根据国家竞争优势理论,政府可以从"提供高级、专业生产要素"、"培育国内产品需求"、"扶持相关产业与支持性产业"、"完善企业战略结构、倡导合理有序竞争"等方面影响战略性新兴产业的发展。政府要在准确、清晰职能定位的基础上,发挥好规划引导、政策激励与组织服务作用,多途径提升战略性新兴产业的国际竞争力。
Strategic emerging industries have some typical features, such as quasi - public nature, strong externality, high risk, quasi - synchronization etc. According to the theory of national competitive advantage and in order to affect the develop- ment of the strategic emerging industries, the government should provide advanced and specialized production factors, nurture domestic demand, enable the relevant industries anti supporting industries, perfect enterprise strategic structure and promote the rational and orderly competition. Based on accurate function positioning, the government should make good planning guidance, policy incentives and organization services to enhance the international competitiveness of stra- tegic emerging industries.
