摘要
土地管理工作离不开地方政府的支持和配合,加强与地方政府的沟通合作,是优化油气企业土地管理外部环境的基础。分析了油气企业勘探开发建设用地面临的形势,针对国家土地宏观调控力度的加强、各项法律法规的相继出台和天然气用地增多的情况,从土地政策、与地方政府的沟通和地方环境保护等方面提出了构建油气企业和谐供用地关系的有效途径,认为油气企业应转变观念,积极与地方政府沟通,加大对地方经济的支持,与其建立"合作、发展、共赢"的地企关系。
Strengthening communication and cooperation with local government on land supply and use is important for oil and gas enterprises to optimize the land management work. Based on current situations of exploration and development construction land that oil and gas enterprises now are faced to, particularly be confronted with more strict land control, releasing of multiple rules and laws on land management and increasing of land using tasks, some effective means on constructing harmonious relationships with local government on land supply and use are suggested from some aspects including land policy, communications with local government and local environmental protection. It suggests that the oil and gas enterprises should change ideas and communicate with local government positively, and strengthening support for local economy to establish an new type relationship with local government with ideas of cooperation, development and Win-Win.
