摘要
从激励理论出发,通过对科学创新体系的层次分析,认为创新能力的提升应当是整个科学研究体系各层次创新能力的全面提升,而在科学研究体系不同层次中,提升创新能力所需的制度保障是不一样的,因此针对科学研究体系中不同层次参与者的不同特点给出了提升我国整体创新能力的政策建议。
In this article, after using Analytic Hierarchy Process method to analyze scientific innovation system based on the incentive theory, the author thought that the improvement of innovation system should be enhancement of the ability of innovation at all levels for the whole scientific system. However, the requirements for institution were distinct in order to improve innovation ability in different levels of the scientific research system. Therefore, for different characteristics of participants from different levels of the scientific research system, this article provided policy recommendations to enhance our overall innovation capability.
