摘要
旨在论述中国政府公务员由中国共产党领导、计划经济向市场经济转型、中国传统的人伦文化、中国社会从传统向现代、从农业向工业、从封闭向开放的转变和发展的特殊行政环境,诠释中国政府公务员的行政伦理的应然取向。
This paper describes the special administrative environment in which Chinese government civil servants are under the leader- ship of Chinese Communist Party, planned economy is changing to market economy, traditional Chinese ethnic culture is changing to modem culture, agricultural society is developing into industrial society and a closed country is changing to an opened country. It ex- plains the orientation of administrative etnics which should he chosen by Chinese government civil servants.
