中国目前是世界上遭受反倾销调查最多的国家和反倾销最大受害国。原因是国际市场竞争激烈使贸易保护主义重新抬头,国外对中国出口产品的不公正、歧视性待遇,中国出口的产品结构和市场结构不合理,国内企业出口秩序混乱,缺乏完善的信息预警机制和反倾销应诉机制等。中国企业应改变产业结构,使出口产品多元化;推动预警机制的建立及完善;培养市场中介组织,建立反倾销应诉基金;积极应诉保护市场,维护企业自身权益;加紧培养反倾销方面的专业人才;实施价格承诺,尽快中止反倾销调查;企业从容面对,据理力争,尽量避免被他国反倾销。
China has experienced anti-dumping investigations the most in the world and is the largest state injured by anti-dumping ac- cusations. It is caused by the resurgence of trade protectionism thanks to the fierce competition of the international market, the unjust and discriminatory treatment to Chinese export products in some foreign countries, unreasonable product and market structure of Chinese ex- port products, and chaotic export order of Chinese enterprises without a complete information precaution system and anti-dumping re- sponding mechanism. Chinese enterprises should transform the industrial structure, diversifying export products; push forward the estab- lishment and improvement of the precaution system; help establish market intermediary organizations and anti-dumping responding fund; respond proactively to protect the market and their own interests; speed up the training of talents in anti-dumping; carry out price commit- ment to suspend investigations as early as possible; face the charge in calm and straightforward manners, arguing strongly on just grounds; and to the greatest extent, avoid being surveyed by other countries.
