摘要
失业保险基金是支撑失业保险制度运行的物质基础。决定失业保险基金供求平衡有哪几项要素 ?它们与失业率之间有何关系 ?本文通过对失业保险基金需求、基金供给能力、基金保障能力、失业保险费率与失业率之间关系的研究 ,建立了失业保险基金供求平衡数学模型 ,定量性地给出了不同失业率条件下保持基金供求平衡的失业保险费率数值 ,为科学合理地确定失业保险费率提供了参考依据。
Unemployment insurance fund is the material base for supporting unemployment insurance system to run.What are the decisive factors of the balance between supply and demand of unemployment insurance fund? And how about the relationship between the factors and the unemployment rate? By the research on demand of unemployment insurance fund, on supply capacity of the fund,on guarantee capacity of the fund,and on relationship between the rate of unemployment fees and the unemployment rate,the essay builds a mathematical model of the balance between supply and demand of the unemployment insurance fund,works out the values of the rate of unemployment insurance fees.which keep balance between the fund's supply and demand in situations of different unemployment rate,and so provides the decisionmaking basis for determining the rate of unemployment insurance fees scientifically and rationally.
