摘要
对两个世行项目水资源管理的理论基础和技术方法进行了总结,说明了其量化指标与"三条红线"的关系及落实"三条红线"的具体措施,尤其是对"用水总量控制红线"的确定、监控及实施效果评价方法进行了详细的研讨。
In this paper, theoretical basis and technical methods of the two World Bank projects on water management are summarized ; relations between quantitative indexes and ＂Three Red Lines＂ are illustrated, as well as measures of implementing of ＂Three Red Lines＂. Especially, methods of establishing, monitoring, evaluating of implement effect of the ＂Red Line of Total Water Use Control＂ are specifically discussed.
