摘要
从水资源管理体制、城市规划、水资源管理体制中产权制度、科学研究、法制建设等5个方面详细阐述了最严格的城市水资源管理所存在的问题,针对这些问题提出了合理的措施,最后得出了城市水资源管理体制必须创新的观点。
This paper elaborated on the existence question of the most stringent urban water resources management in five aspects of the water resources management system, the urban planning, the water resources management system property right system, scientific research, legal system construction, in view of these problems, advances some reasonable measures, finally it is concluded that the urban water resources management system must be innovation point of view.
