优惠方案的关键是要确定合适的优惠幅度和选择恰当的优惠方式。优惠幅度过低难以使老百姓切实享受到实惠,过高则可能降低公交企业的积极性,并增加财政压力。建立双层模型,在满足网络经济效益最大化的前提下确定最佳的优惠幅度。通过定性和定量分析来制定换乘票价优惠方案,将有利于直接降低武汉市公共交通出行成本,提高公共交通出行分担率,缓解交通拥堵。
