摘要
从1999年底开始,我国将逐步在全国范围内实行城镇职工基本医疗保险制度,医院医疗服务的提供将必须在卫生行政和社会保险部门的双重监督下进行。社会保险机构作为卫生服务的第三方,要同时监督医疗服务供方和需方的行为,保证医疗服务的有效利用和社保基金的收支平衡,就必须建立一套科学的监督机制。本文着重探讨在新的医疗保险制度下,社保部门如何建立对医疗服务的监督体系,以及该监督体系在实际工作中的作用与意义。
Our country will establish medical insurance system for stuff and workers from the end of 1999,so the medical service of hospitals must be under the supervisory of department of medical and society security. To ensure the efficiency of medical care and the balance of the fund, a good supervise system is needed. This thesis put its emphasis on the establishing of supervise system and its function under the new medical insurance system.
