摘要
基于对公益林的特殊性及森林生态效能特点的认识 ,指出劳动价值论和地租理论是公益林生态效益补偿的理论依据 ;根据补偿标准的构成 ,认为在现阶段可将公益林林价的增值作为当年的补偿额 ,并以序列林价法为基础 ,提出了生态效益补偿标准的计算方法 ;从可行性出发 ,对生态效益补偿的解决途径进行了探讨 ,并提出了几点建议。
Based on understanding the particularity of ecological forest and the feature of forest ecological efficancy, the theory of labor value and the theory of land rent are considered as the theoretical fundament of the compensation for ecological forest management. From the composition of compensatory standard, the increment of forest value is considered as the compensatory payment for the year(s), and a method of estimating compensatory payment is advanced according to serial forest valuation. From the viewpoint of feasibility, the ways to compensate ecological forest management are approached and some suggestions are given.
