政府向社会组织购买公共服务的发展困境及道路选择 被引量：12

摘要 政府向社会组织购买公共服务成为当前我国最重要的政府与社会组织合作治理模式,它对于构建多元合作的公共服务体系具有重大意义。然而由于多种因素的影响,目前我国政府向社会组织购买公共服务陷入了一系列的发展困境:态度困境、制度困境、体制困境以及技术困境。为了深入解析这些困境并提出解决方法,文章从"信任文化建设、法律法规保障、政策支持和评估体系设计"等四个要素入手,来构建完善我国政府向社会组织购买公共服务的理论模型,并据此模型提出若干对策建议。
