摘要
针对互联网网络运行质量监测体制、监测组织机构、监测实施体系分别进行研究,形成一套完整的互联网网络运行质量监测体系。通过对该体系的研究能增强互联网网络运行质量监测工作的目的性、原则性和系统性,能有效地提高互联网的管理和建设运营水平,保障互联网的运行服务质量。
By studying the mechanism, organization and implementation of Internet performancemonitor- ing, this paper proposes a complete system which can enhance the monitoring work in a more pur- poseful, principled and systematic way. Such a sys- tem can effectively improve the construction and management of Internet, and guarantee the quality of service of the lnternet.
