影响中美关系的美国国会因素分析——以第111届和112届美国国会为例被引量：4

摘要从美国府会关系的历史及美国外交实践来看,国会是影响美国外交政策的重要因素。从总体来看,长期以来,美国国会是影响中美关系发展的负面因素。奥巴马就职以来,因受金融危机、中美实力对比变化、竞争与合作关系不断深化等因素的影响,美国国会影响中美关系也体现出复杂和多变的特点。国会在美对华决策及中美关系中的消极影响仍大于积极作用,对此,应采取积极措施进行应对。(1)从当前中美关系的新特点出发,将影响中美关系的美国国会因素置于中美大局中予以考虑;(2)积极开展议会外交,加强中国人大与美国国会之间的交流与合作;(3)本着加深友谊、面向未来的精神,加强人文交流,重点加强美国重要议员所在州的人文交流工作;(4)积极开展对美国国会的研究。
