摘要
从当前技术市场中科技服务业存在的问题入手,揭示我国政府在管理与指导上存在的诸多问题与因果分析。从新时期科技服务业在促进国民经济发展中的作用角度,提出加强我国科技服务市场的培育、建设与管理方面的若干建议。提出了当前中小企业发展中缺技术缺资金、更缺服务的观点;提出了科技"服务链"的理论及要克服"断链"服务,提倡以"大兵团作战"来解决科技服务"冷市场"问题的观点;建议政府从加强管理的角度,对技术市场要实行"扶持与规范并举、培育与管理并重、奖励与惩罚并用"的政策思路。并就我国科技服务业市场的总体规划、公共平台建设、专业人员培养、服务专业教育以及科技服务人员的持证上岗和准入制度等一系列问题提出了具体的对策建议。
Starting from the problems of science and technology services which occurred in the current technology market, the paper made some researches on the problems and their causal analyses about the management and guidance of our government. Several suggestions were proposed to strengthen the cultivation, construction and management of science and technology services market in China according to the perspective of the role of science and technology services in promoting national economic development in the new period. The paper proposes the viewpoint of the lack of services besides lack of technologies and funds in the development of MSE enterprises and the theory that science and technology services are also the productive forces. Meanwhile, proposes the theory of science and technology ＂services chain＂, which could overcome the ＂missing chain＂ services, advocate the ＂large formation combat＂, and solve the ＂cold market＂ problems in science and technology services. It is suggested that our government should implement the policy ideals of ＂support and standardi- zation simultaneously, paying equal attention to cultivation and management, combination of reward and punishment＂ from strengthening management angle in technology markets. In addition, it also puts forward countermeaments in sovling such problems as overall planning of science and technology services market in China, public platform construction, professionals training, service professional education, and posts and access rules of science and technology services staffs, specific measures and proposals and so on.
