摘要
党的十八大提出要建设生态文明,加强生态文明制度建设。生态认证制度就是市场经济条件下的一种生态文明制度,是现实、有效的生态文明实现方式之一。生态认证制度满足了科斯定理的3个条件,使在现行经济运行机制中被虚拟化的环境权成为现实产权,是其运行的经济学基础。生态认证对象是包含经济系统、社会系统的复合生态系统,其反映就是包括环境、经济、社会等方面的综合性认证指标体系,强化技术指标是重要发展方向。生态系统管理的全球保护依赖于局部地区成功的生态管理行动,作为一种生态系统管理活动,生态认证在区域尺度上操作是其必然选择。
The 18th National Congress of the Communist Party of China(CPC) wrote that ecological civilization should be constructed,and ecological civilization system construction should be strengthened.Ecosystem certification system is a kind of ecological civilization system.It is the actual,efficacious mode to realize ecological civilization.Ecosystem certification system meets 3 conditions of Coase Theorem,and it is the economic basis that makes the visual environment right become entity propertification in the economy proceeding mechanism.Ecosystem certification object is complex ecosystem which contains economy system,social system,and reflects comprehensive certification criteria including environment,economy and society,and it is the important development direction to strengthen technological index.The global protection of ecosystem management depends on successful ecological managing action of local area,and as a kind of ecological managing activity,it is the certain choice for ecosystem certification to operate in regional scale.
