摘要
生态文明与绿色崛起是可持续发展与实现现代化的时代要求,是海南国际旅游岛建设的总体思路与根本战略,也是海南富民强岛的必然路径与实现形式。生态文明是绿色崛起的宗旨与归宿,绿色崛起是生态文明的路径与规范,其具体发展模式及产业结构是"一岛四业",即国际旅游岛建设应突出以人为本、环境友好、集约高效、开放包容的特点,大力发展依托海南自然禀赋的现代海洋产业、现代热作农业、国际旅游业以及现代教育业,实现全面、协调、可持续发展条件下海南的生态文明与绿色崛起。
Ecological civilization and green rise are the requirements of the sustainable development and realiza- tion of modernization, the general idea and fundamental strategy of the construction of Hainan International Tourism Island, and the inevitable approaches to making Hainan Island stronger and its people wealthier. Eco- logical civilization is the principle and ultimate destination of green rise while green rise is the path and norm of ecological civilization. The concrete development mode and the industrial structure can be summarized as ＂an is- land with four industries＂. The construction of International Tourism Island should highlight the people-oriented, environment-friendly, intensive and efficient, open and inclusive characteristics. And in the meantime it is a must to vigorously develop the modem ocean industry, modem tropical agriculture, international tourism and ed- ucation industry that rely on the natural endowment of Hainan, so as to realize the ecological civilization and green rise of Hainan under the conditions of comprehensive, coordinated and sustainable development.
