摘要
中国近年来并未因经济实力的上升而在对外关系中处于明显的优势地位,反而在国际政治中受到越来越大的压力,"实力上升"和"处境变差"成为了中国经济外交实践中愈加尖锐的矛盾。这主要在于中国的经济实力尚未充分利用,没有转化为对外关系中的实际影响力。经济实力运用过程中的国内损耗和实力资源跨部门流动受阻是造成这一困境的根源。因此,只有明确国家利益,综合运用大战略和策略,加强内部协调和对外战略机制建设,经济实力才可能得以有效运用和发挥。
China's economic diplomacy is caught up in a new dilemma: having unprecedentedly rich power resources while facing increasingly difficult situation.One of the major causes lies in the increased difficulty in transforming economic power resources into concrete results.The erosion of power resources in domestic process and the difficulty of transporting power resources across sectors have contributed to the loss in transformation of power resources into results.Only by clearly delineating national interests,comprehensively employing both grand strategy and tactics,more closely coordinating internally and strengthening external strategic dialogues mechanisms can China's economic strength be properly wielded.
