摘要
旅游资源具有自在性,多数是传统资源在新的时代背景下叠加旅游功能的结果,旅游资源开发实质就是对传统资源实施旅游功能建设。部分传统资源叠加旅游功能,可以实现价值创新,提高综合效益;但有些传统资源叠加旅游功能,却会干扰其本初功能,导致各种冲突。是否适合叠加旅游功能及其效果如何,主要取决于传统资源的亲旅度,并受价值工程原则的制约。应加强旅游资源功能评估、预见和统筹,加强相关利益者管理,促进资源的综合、高效利用。
Tourism resources have their own inherent mechanisms.Most of them are the results of tourism function superimposed on traditional resources under the new times background.The essence of tourism resource development is to construct tourism function on traditional resources.Superimposed tourism function,some traditional resources can realize value innovation and raise comprehensive benefits;but some will interfere with the original function,even lead to multi-conflicts.Whether it＇s suitable to superimpose tourism function and how its real effects are mainly depend on the traditional resources＇ tourism intimacy,and they are also restricted by the value engineering principle.We should strengthen the evaluation,prediction and coordination of the tourism resource functions,improve the management of stakeholders and promote comprehensive and effective utilization of the resources.
