摘要
国家助学贷款"河南模式"在多年的助学育人实践中成就巨大,功不可没。但因为政策的制定不尽科学,在其运行过程中,不少地方也出现了助学贷款公益性被逐渐削弱的苗头和趋势;贷款办理手续繁杂,工作量大,贷款催还被动无力,形成了贷款工作人员严重的"怯贷""烦贷"心理等现象。为了"河南模式"的进一步完善,"河南模式"公益性原则的绩效评价体系应该秉持"公益为重"和"多维全面"的原则,尽量缩减贷款手续,做好其他辅助工作。
In years of practice,＂Henan Mode＂of national students loan,with its enormous effect,has been a huge success in action of aid.However,in some places,a number of problems have arisen in the operation process because the policymaking was not very scientific,such as a emerging symptom of waning in scholarship’s character of commonweal,the loan staff’s psychology of getting timid and bored during the clucky and tiresome work,and so on.In order to improve＂Henan Mode＂,the author deems that the Performance-Appraising System of its public welfare principle should remain commonweal-oriented and multi-dimensional.The author meanwhile proposes measures to eliminate negative emotion of the officers,and other relevant methods to consummate＂Henan Mode＂.
