摘要
随着改革发展的深入,国家在经济建设同时并重社会建设,而社会建设首要目标是要实现社会公平与正义,所以旅游的发展也应尽可能体现相对公平、普遍惠民。文章全面分析了国民旅游的公平现状,指出目前我国国民旅游仍然是范围扩大后的大众旅游,尚不能达到体现旅游公平的全民旅游。同时论证了我国实现旅游相对公平的可能性和必要性,并从主导力量、基本思路以及终极目标三方面提出相应的对策。
With the reform and development,there is important in economic construction and social construction in our country .It is primary goal to achieve social fairness and justice in social construction.Tourism development should focus on its social responsibility and meaning to nation＇s spirits. It should show the fairness as far as possible to benefits the wide public. After fully analyzing the national tourism fairness, it here propose that current tourism is still the extended mass tourism and it is far early to achieve the national tourism. At the same time, the paper discuss the possibility and necessity of national tourism and present corresponding countermeasures from three aspects--dominant force, basic idea and ultimate goal.
