摘要
对智能配电网的评估既是事前引导,可以衡量智能配电网的建设效果,同时也是事后总结,能为今后智能电网的建设提供经验和依据。简要介绍了智能配电网建设效果评估的必要性,基于智能配电网的特性和研究目标,结合我国经济社会发展对智能配电网建设的实际需要,从可靠性和电能质量、发展灵活性、协调性和互动性、设备利用率和技术装备水平以及经济性和社会效益5个方面构建了智能配电网三级评估指标体系的初步框架,并给出部分重要评估指标的定义和量化公式。与传统配电网评估指标体系相比,该体系能更为全面、系统的评估智能配电网实际建设效果。
Assessing the smart distribution grid can measure the effect of its construction and provide experience and building basis for the future smart grid. The need for assessment of smart grid construction impact is introduced. Based on domestic characteristics and research objectives of smart distribution grids, a framework of comprehensive multi-fac- tor assessment and related quantitative formula are provided. Some important definitions and quantitative formulas of e- valuation index are given. The assessment system contains five first grade indices, including reliability and power qual- ity, flexibility and coordination development, utilization and technical equipment as well as economic and social bene- fits of smart distribution grid. It can provide more objective, comprehensive, and systematic assessment to smart grid construction compared to the traditional evaluation system.
