摘要
恩格斯对资本主义社会住宅短缺问题的病理学分析及解决路径对我们研究政府在解决居住问题中应承担的责任有着重要的指导意义。政府在解决居住问题中承担着如下责任:实现有效的资本控制,克服居住空间的过度资本化;逐步消除城乡二元对立的空间格局,为居住问题的最终解决创造条件;保障每个人的居住权,实现人人享有适当的居住空间;合理规划居住空间,构建和谐人居环境。
Solving the dwelling problem is an unavoidable responsibility of our government. Engels＇ pathological analysis and solving path to the housing shortage problem in capitalist society have important guidance function for our study on what responsibility our government should bear for dwelling problems. Our government should bear the responsibilities as follows： realizing an effective control of capital, overcoming excessive capitalization of dwell- ing space; gradually eliminating the spatial pattern of city-country contradiction, creating conditions for the final settlement of dwelling problems, ensuring everyone＇ s right of dwelling, enabling everyone to enjoy a proper house, planning dwelling space reasonably, and building a harmonious residential environment.
