摘要
目的:了解新医改前后我国省市县三级卫生监督人员变化趋势,为建立结构合理的卫生监督队伍提供依据。方法:对新医改前后我国卫生监督机构人员配备情况进行定量分析。结果:(1)卫生监督人员数量注重往县级发展,但与监督执法工作的客观需求仍有差距。(2)不同卫生监督岗位人员比例基本合理,卫生执法人员比例在县级逐渐增多。(3)卫生监督人员总体学历有所提高,但仍然偏低。结论:(1)新医改后我国卫生监督人员队伍已具有一定规模,但总体人员数量仍不足,学历仍然偏低。(2)应进一步吸引人才,加强人员在职培训。
Objective To know the staff change of our health supervision before and after the new health care system reform, and to provide the evidence for establishing a rational structure of the health supervision team. Method Quantitative analysis is used on the staffing of the health supervision before and after the new health care reform. Results The number of health superviso- ry staff is focus on the county level, but it's still a distance to content the demands of the supervision and law enforcement. The proportion of different positions of the health supervision staff is basically rational, the proportion of officers who enforce law at the county level is gradually increased. The overall degree of health supervisory staff has increased, but it's still low. Conclusion After the new health care system reform, our health supervisory staff team has a certain scale, but the overall number of personnel and the degree is still low. )We should further attract the talent and strengthen the in-service training of staff.
