摘要
为进一步拓展社区卫生服务,完善基层卫生服务体系建设,文章利用文献研究和典型地区现场调研的方法,以点面结合的方式了解全国功能社区卫生服务开展情况以及部分地区的典型做法,梳理功能社区卫生服务内容,总结现行的管理模式和运行机制,发现并分析存在的问题,并从转变理念、完善筹资与补偿机制、创新健康管理模式、加强信息化建设以及提高社区参与度等方面提出推进功能社区卫生服务的政策建议。
To further expand community health services and to improve the primary health care system, literature review and site investigation at typical areas were used to know the general situation of functional community health services as well as local practices in some cities, describe the service contents of functional community health, summarize the current management mode and running mechanism, and to discover and analyze the existing problems. Finally, policy recommendation such as idea conver- sion, the financing and compensation mechanism improvement, health management mode innovation, information system construc- tion strengthening as well as increasing community participation were put forward.
