摘要
随着城市化进程的加快,城市规模不断扩大,公共设施水平逐步提高,不可避免地需要布局邻避设施,即NIMBY,Not In My Back Yard,"不要布局在我家后院"的设施。随着人们自我健康和保护意识的增强,邻避设施由于负面外部性的存在而面临着"邻避"的风险。如何减少其负面外部性,实现成本—效益对等,解决邻避冲突是邻避设施布局的关键。本文在总结邻避设施的概念的基础上,从邻避设施的分类入手,分别分析了国内外邻避设施的研究进展,综述了国内外邻避设施的类型、规模、选址、与周围环境的协调、困境、邻避冲突及解决方案等进展与不足,提出了未来研究的新视角,以期从发达国家邻避设施的布局中汲取经验,给我国有益的启示。
Along with the acceleration of urbanization progress, the size of cities having been expanded great- ly, the level of public facilities has been improved gradually, it is inevitable to layout NIMBY Facilities, that is ＂Not In My Back Yard＂ Facilities. But with the increase of people＇s awareness of self health and environ- mental protection, NIMBY facilities are confronted with the danger of being avoided nearby because of its negative eternal. Perhaps it has some pollutions and can bring bad effects to the local people＇s life surround- ings ,health and economic assets and is often resisted by the presidents around. Even many fierce conflicts a- gainst of NIMBY broke out in many areas in recent years, some of which even lasted for a long time and didn＇t end until the government took measure to adjust the location to another station. As a result, how to re- duce the negative eternal,realize the equality of cost-benefit and solve the NIMBY conflict is the key of the NIMBY syndrome. This paper bases on the summaries of NIMBY concepts points out the school and time comb of the NIMBY research progress. On the basis of the combing, the paper introduces the classification of the NIMBY system according to the effect of the opposition and its function of NIMBY, then we can take measures respectively to layout each kind of NIMBY facility. Then the paper analyzes the research progress of NIMBY at home and abroad. From the research progress analysis, the paper tries to propose some new re- search perspectives of NIMBY in future so as to supplement and improve the research status. With the basis of the existed research and analysis, the writer tries to learn the successful lessons from the advanced coun- tries and hopes it can do well to China.
