摘要
我国尾矿堆积存量90多亿吨,占地2300多万亩,不仅占用大量土地资源,还会带来环境污染和安全隐患。对尾矿进行再选年产值约百亿元,土地复垦一年可带来几百万亩土地资源。尾矿利用中应重视法规完善,充分考虑尾矿土地复垦和再选过程中成本较高而给予税收优惠和财政补贴;妥善处理产权关系,充分调动各方积极性;加大技术攻关力度,促进尾矿综合利用。
China's mining enterprises have accumulated in excess of 90 billion tons of tailings, occupying an area of more than 15,300 km2. Tailings occupy valuable land resources, and have resulted in significant environmental pollution and accidents. By utilizing the railings, it would be possible to extract a further 300 tons of gold, several hundred thousand tons of copper, and several hundred million tons of iron, with a potential annual value of $US1.5 billion. Tailings can also be used to create building materials such as cement and glass. Rehabilitation of land occupied by tailings could add 660 km2 of land resources per year. We propose the following suggestions to maximize the potential gains from tailings: greater incentives should be offered for rehabilitated land and for the utilization of the tailings; a rational system must be designed to share the potential benefits between the government, enterprise, and the scientific community; and research needs to be conducted to develop and implement technology that will allow for comDrehensive utilization of tailinas.
