摘要
为了有效防御山洪灾害,我国建设了一批山洪灾害县级防治非工程措施试点工程,宽甸县于2010年被列入实施县。该工程的2012年防汛运行实践证明,山洪灾害防治非工程措施在防御山洪灾害中具有巨大作用,但同时也暴露出一些问题。
In order to effectively control mountain torrents, a number of pilot projects were constructed with nonstructural measures, in which Kuandian county was included. The practice and operation of the Kuandian project in 2012 shows that nonstructural measures play significant role in the control and prevention of mountain torrents while problems are exposed as well.
