Sino-US Relations toward the 21st Century:Seeking Win-Win in Competition and Cooperation

摘要 In 1999, great events occurred in Sino-US relations, reflecting the basic skeleton of the development in bilateral relations in 1990s. Though oriented toward a good direction, the Sino-US relations are tortuously developed. What merits attention is the US’ China’s orientation in its foreign policy which is tending to be harder and harder, that is, they believe that China is America’s “strategic competitor”. In fact, never can it be denied that there must be competitions between Sino-US relations, just like those existed in US’ relationships with other major powers.(a) the current superpower’s competition with newly emerging countries attracts particular attention. (b) it must accelerate competition between China and the US if the US takes excessive measures to prevent newly emerging countries to challenge its interests. (c) the different views on international pattern and order between China and the US ignites conceptual competition. But China will not become America’s “peer competitor” in a foreseeable future. China’s national development and foreign policy targets also determines that China will not become the US’ strategic competitor. Instead, China is willing to become a “constructive partner” with the US. Although competition exists in Sino-US relations, cooperation remains the mainstream. To seek cooperation in competition is beneficial to open up and enlarge the “two win” situation between the two countries.
