摘要
中国基于共同但有区别的责任,其来自于国际层面的节能减排压力正在逐日加剧。蓝色经济区已经确立了发展低碳经济的道路,但并没有划定明确的减排目标,目前所涉七市政府出台的低碳政策均在笼统的鼓励倡导阶段停滞不前。针对目前蓝色经济区的低碳目标立法难、政策混乱的现状,阐述构建低碳立法评估体系的初步设想,力求以此为切入点为目前蓝色经济区的低碳法制建设渡过"瓶颈期"。
Based on common but differentiated responsibility, the pressure of the greatest energy and green- house reductions from the international level for China is increased day by day. The Blue Economic Zone of Shan- dong Peninsula has established the development of low carbon economic way, but has not defined a clearly carbon reduction target. The governments involved all stay at the general encourage advocacy stage. In view of the present situation of the legislation difficult and policy chaos of the low carbon target in the Blue Economic Zone of Shandong Peninsula, this article points out the initial idea of the evaluation system of the low carbon legislation, and strives to this as the breakthrough point for the Blue Economic Zone of low carbon legal system construction through the bot-tleneck period.
