摘要
改革开放以来,安徽的经济社会发展取得了长足的进步,但是以亳州和芜湖为代表的两极城市发展差距日益扩大,针对省内区域发展不平衡的形势严峻,安徽省委省政府作出了两市结对帮扶的战略决策。结对合作两年多以来,两市初步形成了合作的体制机制,构建了合作的具体方式,并取得了阶段性的合作成果。但合作过程中存在的制约因素不容忽视。应从理论层面正确认识地方政府间合作的重要意义,紧密联系两市实际,在实践中努力推动亳州、芜湖两市结对帮扶合作工作的良性发展。
Since China＇s reform and opening-up, Anhui has made great progress in its economic and social development. However, there appears increasingly large development gap between some cities, in which Bozhou and Wuhu are two respective typical examples. In light of the serious situation of regional development imbalance, Anhui provincial government has made a strategic decision to let Wuhu help Bozhou for its development through their twinning. The two cities have formed an initial cooperative mechanism, built the specific cooperative way and achieved certain cooperative result during the two years since their twinning. But at the same time we should not ignore the restrictive factor in their cooperation. We should recognize the significance of the cooperation between local govemrnents from theoretical perspective and make efforts to push the sound development of the twinning between Bozhou and Wuhu with the consideration of the real situation of the two cities.
