摘要
对流域可持续性理念进行了概述,介绍加拿大弗雷泽流域可持续性指标体系遵循的原则和方针、选择标准和筛选过程,评价弗雷泽流域可持续性指标体系的优缺点。对我国流域可持续性指标体系的构建提出了6点建议:①指标体系要能反映国家的现行政策和法律,并与之相关;②指标体系要能体现利益相关者的利益并保证其真实参与;③要有一套科学合理的开发框架;④从流域生态系统的整体视角来研发指标体系,体现流域综合管理的理念;⑤倡导流域管理与管理科学的跨学科交叉研究;⑥结合管理科学中的数学模型对指标体系和政策进行评价。
This paper presents a general summary of the concept of sustainability of a basin and introduces guiding principles,directions for the selection of sustainability indicators,and selection criteria and procedures for the Fraser River Basin in Canada.The advantages and disadvantages of the sustainability indicator system are evaluated.Based on analysis and evaluation,the authors attempt to make suggestions for the modeling of a framework of sustainability indicators of river basins in China from the following six aspects：（1） indicators that can reflect and are relevant to the current law,policy,and management issues;（2） indicators that reflect the interest of different stakeholders and guarantee their actual involvement in basin management;（3） a scientific and rational development framework;（4） indicators developed with a holistic view from the perspective of basin ecosystems,representing the ideas of integrated river basin management;（5） promotion of interdisciplinary research on river basin management combined with the knowledge of management science;and（6） the idea that mathematical models in management science can be used to assess the indicators and management strategies.
