摘要
我国城市精细化管理尚处于起步阶段,为满足城市精细化管理遥感应用建设的需求、提高城市精细化管理水平,亟需科学的城市精细化管理遥感应用综合指标体系作保障。笔者从城市精细化管理的内容与目标出发,在充分借鉴国内外综合指标体系相关研究成果的基础上,以业务应用流程为引导,通过系统调研梳理,建立城市精细化管理遥感应用综合指标体系框架及综合指标体系表,涵盖了城乡规划、世界遗产及风景名胜区、建筑节能与绿色建筑建模、城镇减排、小城镇可持续发发展、饮用水水源水域安全、城市园林绿化等遥感监测业务,为城市精细化管理遥感应用提供了参考依据,为实现城市的精细化管理的规范化、定量化发展提供了指引。
The current situation of the urban meticulous management in china is still in the fledging period, thus the urban meticulous is in urgent need of an comprehensive index system to meet the related needs.Starting from the connotation and the target of the urban meticulous management, and based on the research of both the foreign and the domestic achievements, a comprehensive index system of urban meticulous management based on the remote sensing data is built up. The system includes seven first-class targets as urban and rural planning monitoring, the world heritage and scenic spots monitoring, building energy efficiency monitoring, reducing emission monitoring, sustainable development of small towns monitoring, drinking water safety monitoring and urban landscaping monitoring, and four second-class targets as remote sensing data requirements, the application field data requirement, evolution of the information products and the performance evaluation of the system, and fifteen three-class targets. The comprehensive index system built up in this paper can provide reference for the sustainable development of the city in China.
