摘要
科技型中小企业技术创新基金的价值如何度量和实现价值最大化是政府和企业迫切需要解决的问题。创新基金的真谛在于使企业获得了国家信用,有效放大国家信用的杠杆作用是实现创新基金价值最大化的关键。基于对创新基金价值的系统分析,本文区分了创新基金的直接价值、延伸价值和扩展价值,对每种价值进行了界定和测度,构建了创新基金价值测度模型,同时结合对佛山市57家科技型中小企业的问卷调查,确定了三种价值的权重,为有关政府部门制定政策和科技型中小企业实施创新基金项目提供了理论指导。
How to measure the value of Innovation Fund for Technology-based SMEs and to maximize the value need to be resolved by governments and enterprises urgently.The true meaning of Innovation Fund is to enable enterprises to own the national credit and to enlarge the national credit leverage is the key to maximizing the value of Innovation Fund.Based on the systematic analysis of the value of Innovation Fund,the paper distinguishes direct value,stretched value and extended value of Innovation Fund and determines the weights of three kinds of values by combining the questionnaires of 57 TSMEs in Foshan.The conclusion provides a theoretical guidance for the relevant government departments developing policies and the TSMEs implementing the Innovation Fund projects.
