摘要
本文对政府科技计划支持方式创新演变的动力根源进行分析,并尝试对其进行初步的分类,提出科技计划基本按照无偿资助、金融支持和资源配套集成等三条路径进行创新。在总结国内外经验的基础上,本文提出应以积极借鉴、及时总结和因地制宜的态度,主动设计满足我国实际需要的科技计划运行新机制,更好地发挥各级政府科技计划的总体效能。
Lots of new traits has emerged worldwide in terms of science and technology resources,among which the most distinctive is more and more obvious diversity of and its function has changed from ＂resources allocation＂ to ＂innovation coordination＂.This paper gives the first and deep analysis on the dynamic roots of the innovations of government supporting ways of science and technology programs,tries to make a reasonable classification and sums up three rules as： subsidy for free,financial support and resources gathering.According to the domestic and overseas experience,it puts forward that we should active learning,summarize in time,adjust measures to local conditions,increase active design in setting up a new operation mechanism of science and technology programs which can meet the practical needs of our country to improve the efficiency of ST programs functions of governments at all levels.
