摘要
求真和创新是教育科研的本质要求。教育科研评价是对科研过程与结果的价值判断活动,具有主体多元、目的多种、标准多样等特点。当前中国教育科研评价在评价标准设立、评价制度构建、学术共同体自律、科研诚信建设等方面面临着诸多现实难题。以质量、创新为导向,做好教育科研评价系统的顶层设计;以"自律"为依托,以"他律"为保障,以评价责任监督为切入点,规约与引导教育科研行为,搭建多元价值主体共生互动的参与平台,促进教育科研评价的公平与公正,既是解决中国教育科研评价难题的有效途径,更是新时代实施教育强国、文化强国、人力资源强国战略的必然选择。
Nowadays, there are many practical problems about establishment of evalua- tion standard, construction of evaluation system, autonomy of academic community, construction of research integrity, and so on. It should design education and scientific research as- sessment system, with quality and innovation as orientation; to build platform for the interactions of multiple value subjects, with "autonomy" as the basis; to constraint and guide educational research behavior, with "heteronomy" as the guarantee; to promote the fairness and justice of education research assessment, with the supervision of evaluation responsibili- ty as the starting point. These are the effective ways to solve the above problems and the in- evitable choice for the development strategy to build the power of education, the power of culture and the power of human resources.
