摘要
本文针对山东半岛海洋经济增长与海洋环境恶化之间的矛盾,结合循环经济理论,建立山东半岛海洋循环经济发展的综合评价指标体系,运用熵值法对山东半岛近十年海洋循环经济的发展水平进行综合评价,找出其发展的动力因素。同时通过建立"因子贡献度"和"指标偏离度"两个参数,建立关于山东半岛海洋循环经济发展的障碍模型,对各单项指标的障碍度进行排序,找出山东半岛海洋循环经济发展的障碍因素,为进一步分析山东半岛海洋循环经济发展过程中存在的问题和研究山东沿海海洋循环经济发展的财税支持政策提供理论依据和技术支持。最后,本文在山东半岛海洋循环经济发展的动力因素和障碍因素的定量分析基础上,有针对性地提出了山东省海洋循环经济财税政策建立的路径选择。
On the basis of conflict between increases of ocean economy and the degradation of marine environment in Shandong Peninsula, this paper presents a comprehensive evaluation of the development of the ocean circulation economy in Shandong Peninsula and finds out the power factor of its development through the establishment of indexes system and adopting entropy method. At the same time, a model on ocean circulation economic development obstacles in Shandong Peninsula was set up by applying two parameters, i. e. , investment contribution and index deviation degree. And the paper also finds the obstacle factors which put off the development of ocean circulation economy in Shandong Peninsula by summing obstacles degrees of various classification indicators and sorting single index weight. The theory basis and the technical support are provided in this paper to further analyze present problems and fiscal support policy during the ocean circulation economy in Shandong Peninsula. Based on the quantitative analysis of power factor and the obstacle factors of ocean circulation economy in Shandong Peninsula, the paper accordingly offers the fiscal and tax policy suggestions on ocean circulation economy in Shandong Peninsula.
