摘要
中国２０世纪最后２０年所进行的社会改革之所以能够取得成功，根本原因在于：把社会改革与经济发展紧密联系起来，形成发展导向型改革模式，坚定不移地围绕经济发展搞改革，既顺应了历史潮流，又顺应了国内人心，使社会改革始终沿着正确的方向向前发展；把内部社会改革与国际环境有机结合起来，抓住了世界时代主题转换的历史契机，回应国际环境的变化，把改革与开放紧密结合起来．使社会改革和对外开放相互促进、相得益彰；充分发挥党和政府在改革开放与现代化建设中的主导作用，在坚持正确的改革方向基础上，利用战略管理和权变理论，因势利导地设计与运用改革的具体策略．以最大限度的发挥各项改革措施的综合效益。
It is the most complicated and greatest social reform, which happened in China in the last 20 years of the 20th century. The great success of the reform should be attributed to 3 reasons: First, China put into effect the policy of development - oriented reform. It means social reform was combined with economical development as the center and focus for all the other reforms. So, the social reform can go forward along correct direction. Second, China put the internal social reform against the international background, catching up with the interna- tional situation. Integrating reform with opening, China took advantage of the favorable circumstances and cur- rent world trend. So reform and opening is brought into mutual development. Third, the government plays a leading role in the course of reform, opening and constructions of modernizations. Based on the correct guide- lines, China also pays a great attention to apply the theories of strategy management and flexibility in tactics to social reform in order to get most beneficial result.
