摘要
认为自然灾害系统与社会经济系统均是动态系统 ,其间又存在着复杂的互馈关系 ,形成了复杂的灾害—社会经济动态体系。灾害—社会经济系统的阶段性演变规律表明 ,处于工业化进程中的广大发展中国家的社会经济系统最为脆弱 ,灾害对社会经济发展的制约作用巨大。并进一步指出 ,由于灾害与社会、政治、经济等因素互为因果、互相强化 ,形成了灾害—社会系统的准周期性振荡 ,所以应避免灾害系统与社会系统之间的互动放大作用 ,降低高新技术灾害风险 ,提高对重大灾害的预报能力 。
Social and economic factors and natural disaster are dynamic and interactive, and thus form a complicated system of disaster society and economy.They intensify each other and follow certain development law that shows the social and economic system in developing countries is the most fragile in the world.Theofore, we must avoid the enlarging effect of interaction between the disaster and society system and manage to reduce the loss to the minimum.
