摘要
:任何行政行为都离不开一定的行政权力主体。对行政权力主体进行限制是由行政权力的性质、人的本性及行政活动的目的决定的。因之 ,行政权力运行法制化成了一种必然趋势 ,尽管我国在行政权力运行过程中 ,执法不公、不严、不廉、不文明的不良现象仍大量存在。这就要求完备制度、加强行政权力的主体意识和提高行政权力客体的监督能力 ,按一定标准 ,对行政权力主体实行全面限制 ,并把重点放在对其行政权力进行限制上。
There is no administration without administrative powerholders.Limitation to administrative power-holders have to be carried out due to attributes of administrative power, men's character and aims of administration. And so has come into an inevitable trend that administrative power should be exercised in accordance with laws, thougn evil phenomena of unfairness, insolemnness, dishonestness and uncivilizedness still exist in plenty in enforcing laws in our country. These demand perfection of institutions, strenthening selves-consciousness of administrative power-holders and enhancing the abilities of people to supervise to implement allround limitation to administrative power-holders according to certain standards with emphasis on their administrative power.
